Text

Passages which say God changed his mind or repented:

Genesis 6:6-7

Genesis 18:23-33

Exodus 32:14

Numbers 16:44-50 (in contrast to Numbers 16:20-35)

2 Kings 20:1-7

Jonah 3:10

Passages which say God does not change or change his mind:

Numbers 23:19

Ezekiel 24:14

Malachi 3:6

James 1:17

Problem

Does God change his mind or not? For instance, if God is all-knowing, couldn't He foresee that He would regret creating humans and then not have created us?
