Commentary
This verse speaks of God's great love for his people. It is easy to think of the following Ten Commandments when thinking of Exodus 20, but this verse here comes before the Ten Commandments. It shows God's grace, because He has saved the Israelites from slavery not because they had obeyed His Law, but because of His own goodness.
